Public tenders in Morocco

How public tenders in Morocco are published on marchespublics.gov.ma, what Décret n° 2-22-431 requires, and how a foreign bidder tells a national call from an international one.

How do public tenders work in Morocco?

A public tender in Morocco is a marché public: a contract by which the State, a local authority, or a public institution buys works, supplies, or services. Décret n° 2-22-431 of 8 March 2023 on public procurement is the governing text. The buyer publishes a notice, issues a consultation file, opens the bids, and awards under that decree and the consultation documents.

The official site for notices and dematerialised procedures is the Portail Marocain des Marchés Publics. Morocco is not an EU Member State, so these competitions are not published on TED under the EU procurement directives. The portal is the record. An aggregator is not.

Public tender process from the procurement notice to the tender pack, qualification, and a bid or no-bid decision.
A public tender moves from the procurement notice to the tender pack, then to qualification, and only then to a bid or no-bid decision.

Where are public tenders in Morocco published?

Use marchespublics.gov.ma. Notices, consultation files, and electronic responses for procedures run on the portal are there. The same site publishes the decree and its implementing orders.

  • The portal’s regulatory page lists Décret n° 2-22-431 of 8 March 2023 in Arabic, French, and English, plus the orders that apply it.
  • Arrêté n° 1692-23 of 23 June 2023, also listed there, covers dematerialisation of procedures, documents, and evidence. The notice says whether the response is electronic and which formats it accepts.
  • Do not look for a Moroccan public tender on TED and treat a miss as proof that no competition exists. TED is the EU journal. The Moroccan journal is the national portal.

Which rules, thresholds, and procedures apply in Morocco?

Décret n° 2-22-431 sets the award methods. The open call for tenders (appel d’offres ouvert) is the ordinary competitive procedure. A simplified open call can be used up to the amount the decree states. A call with preselection limits offers to competitors a commission has found to have sufficient capacity. Read the method named in the notice.

Article 19 of Décret n° 2-22-431 distinguishes a national call from an international one. A national call admits only competitors established in Morocco. Unless the contracting authority justifies another choice in an administrative certificate, a national call is used when the estimated amount is at or below 10,000,000 dirhams excluding tax for works and 1,000,000 dirhams excluding tax for supplies and services. The minister in charge of finance can change those amounts by order. The text in force is the one published on the portal, so confirm the figure before you rely on it for a live competition.

The simplified open call in that article is available up to 1,000,000 dirhams excluding tax. Its publicity period is at least ten days before the opening session, and the notice is published on the portal and in at least one newspaper. Longer publicity periods apply to other calls. Later orders on the portal can reset publication thresholds, so the notice and the current text control.

What documents and deadlines do Moroccan tenders use?

A consultation file typically contains the notice, the consultation rules, the special technical specifications (cahier des prescriptions spéciales), a price schedule, and a model commitment. The decree separates the administrative file from the technical file. For a simplified open call, article 19 says the technical file does not include the reference certificates and the workload declaration that a full open call can require.

The date, the hour, and the place of the opening session in the notice are binding. A file that arrives after that session is not a bid. Ask questions inside the window the consultation rules give you, and treat published answers as part of the file. common mistakes that disqualify tender bids covers the submission failures that remove a tender before evaluation.

What language are Moroccan tender documents in?

Arabic or French, or both, as the notice states. The portal publishes the regulatory texts in Arabic and French, and it offers an English version of Décret n° 2-22-431. That English decree is not an English consultation file.

Prepare the tender in the language the consultation rules require. If the file requires Arabic or French, an English draft that never gets filed in the required language does not satisfy the submission.

What should a foreign bidder check in Morocco?

Read whether the call is national or international before you estimate the work. A national call is limited to competitors established in Morocco. An international call is the procedure that can admit a bidder who is not. Establishment, a local partner, and, for works, the classification category the file requires are questions the consultation documents answer.

Confirm portal registration, the signature method, the currency and tax treatment in the price schedule, and any bid bond the rules require. The decree is the legal text. This page, and any notice summary, is not. public tenders and tender opportunities explains the difference between a notice and a tender pack.

How does TenderFaro help with public tenders in Morocco?

TenderFaro does not publish Moroccan notices and does not replace marchespublics.gov.ma. Discovery searches TED and UK Find a Tender. Those sources are not the Moroccan portal. If the team has the consultation file, TenderFaro can structure it and compare it with company evidence.

TenderFaro does not award contracts and does not decide legal eligibility. Discovery searches published notices on TED and UK Find a Tender. SAM.gov search is available when a server credential is configured, and the product says so rather than inventing results. Importing a notice stores it for your organisation and does not start an analysis. With the tender documents in hand, TenderFaro helps a team turn them into structured requirements and compare those requirements with company evidence, with the source wording kept next to the finding. Gaps and potential blockers stay visible for a person to review.

A search result is not a tender pack. A watch match is not a recommendation to bid. An evidence comparison is not a compliance ruling. The company makes the decision. Nothing on this site guarantees an award. The product path is in discover tenders, how TenderFaro works, and a sample analysis.
