How do public tenders work in Lithuania?
A public tender in Lithuania is a competition in which a contracting authority buys works, supplies, or services under the Law of the Republic of Lithuania on Public Procurement. The buyer publishes a notice, issues procurement documents, receives an electronic tender, checks exclusion and selection conditions, and awards on the criteria in those documents.
The Public Procurement Office (Viešųjų pirkimų tarnyba) supervises the system and operates the Central Public Procurement Information System. In English the Office calls it CPP IS. In Lithuanian it is CVP IS, Centrinė viešųjų pirkimų informacinė sistema. Classical procurement, utilities, defence and security, and concessions each have their own law. The Office lists all four and warns that the English translation of the classical law is not updated to the latest amendments.
The practical sequence is the same one described in how public tenders work: notice, documents, questions, deadline, evaluation, award. The labels in the glossary of tender and procurement terms are the ones buyers use for those steps.
Where are public tenders in Lithuania published?
Start with CVP IS at viesiejipirkimai.lt, then open the procurement documents for that procedure. The Public Procurement Office says the new CPP IS is available at that address and that procurement operations in it began on 1 December 2024. A notice is the announcement. It is not the specification, the contract, or the forms.
- CVP IS is the Central Public Procurement Information System. Registration is required before a supplier relies on submitting a tender there. The Office asks for accurate organisation data.
- TED publishes notices for contracts at or above the EU thresholds. About Tenders Electronic Daily describes TED as the Supplement to the Official Journal of the European Union. The Lithuanian documents stay on CVP IS.
- Below the EU thresholds, many competitions are published on CVP IS and are not a full TED procedure. Low-value procurement follows rules approved by the Director of the Public Procurement Office.
Which thresholds and procedures apply in Lithuania?
Above the EU thresholds, Lithuanian buyers apply the procedures that implement Directive 2014/24/EU. From 1 January 2026, Commission Delegated Regulation (EU) 2025/2152 sets the classical thresholds at €5,404,000 for works, €140,000 for supplies and services awarded by central government authorities, and €216,000 for supplies and services awarded by other contracting authorities. EUR-Lex summary of Directive 2014/24/EU still lists €750,000 for social and other specific services. Amounts are exclusive of VAT. The Commission revises the thresholds every two years. European Commission notice of the 2026–2027 thresholds records the same 2026–2027 revision for utilities (€432,000 for supplies and services, and €5,404,000 for works) and for concessions (€5,404,000).
The directive’s competitive procedures are the open procedure, the restricted procedure, the competitive procedure with negotiation, competitive dialogue, and the innovation partnership. A negotiated procedure without prior publication is allowed only in the cases the law lists. The notice names the procedure that this competition actually uses. Read that name in the procurement documents.
The current Lithuanian text of the Law on Public Procurement is the consolidated version on e-TAR. The Public Procurement Office says the English translation is not kept up to date with amendments, so do not treat an old English copy as the rule in force.
What documents and deadlines do Lithuanian tenders use?
Expect a contract notice, procurement documents, a technical specification, a draft contract, forms, and a price schedule. For procedures covered by the EU rules, buyers use the European Single Procurement Document as the self-declaration on exclusion and selection. Questions, answers, and amendments become part of the pack. Submit in CVP IS, in the format the documents require, before the deadline they state.
Directive 2014/24/EU sets the ordinary minimum for an open procedure at 35 days from the day the contract notice is sent. Electronic submission, a prior information notice, or a justified urgency can shorten that minimum. The date in the procurement documents is the date that decides whether the tender is in time. common mistakes that disqualify tender bids is the short list of failures that get a bid set aside before anyone scores it.
What language are Lithuanian tender documents in?
Lithuanian. The binding procurement documents are published in Lithuanian. The Public Procurement Office publishes some guidance in English, and TED can display notice fields in the EU languages. Neither replaces the documents on CVP IS.
Bid in the language the procurement documents require. If they do not accept English, a translation prepared after the deadline does not repair the tender. Read the submission instructions before you assume an English file will be opened.
What should a foreign bidder check in Lithuania?
Companies established in the EU and EEA can compete for procedures covered by the EU procurement directives. A supplier from another country can compete when the procurement documents, or a trade agreement that covers the contract, say so. Register in CVP IS before you depend on submitting a tender there. The Office says approval of a registration can take time when volume is high.
Check exclusion grounds, selection evidence, lots, and any defence or national-security limit before writing starts. Electronic-signature rules are in the submission instructions, not in a summary of the notice. A search result, including a notice imported into TenderFaro, is not the tender pack. The routine for choosing what to open is in how to find public tenders worth opening.
How does TenderFaro help with public tenders in Lithuania?
A Lithuanian notice at or above the EU thresholds can appear in TenderFaro’s TED search. CVP IS remains the place where the procurement documents and the submission live. TenderFaro does not replace CVP IS and does not log a company into it.
TenderFaro does not award contracts and does not decide legal eligibility. Discovery searches published notices on TED and UK Find a Tender. SAM.gov search is available when a server credential is configured, and the product says so rather than inventing results. Importing a notice stores it for your organisation and does not start an analysis. With the tender documents in hand, TenderFaro helps a team turn them into structured requirements and compare those requirements with company evidence, with the source wording kept next to the finding. Gaps and potential blockers stay visible for a person to review.
A search result is not a tender pack. A watch match is not a recommendation to bid. An evidence comparison is not a compliance ruling. The company makes the decision. Nothing on this site guarantees an award. The product path is in discover tenders, how TenderFaro works, and a sample analysis.
